Fortunately, the eBay team has officially acknowledged this issue and stated that the problem has been already resolved for iOS users.
However, Android users will have to wait some time before the problem gets resolved.

Cannot leave seller feedback on the eBay App
Multiple eBay app users (1,2,3,4,5,6,7) are also experiencing an issue where they are unable to leave feedback about others on the app.
They allege that they don’t get the option to provide feedback whenever they click on the item that they have purchased.
Some are also facing difficulties viewing the purchase details on the orders that they have recently placed. And understandably, those affected have taken to web forums to request a fix.
If tracking is uploaded and it says “delivered,” then eBay will take it off the negative feedback. Your streak lives.

Fortunately, this issue has been officially acknowledged and the developers are currently working on fixing it. Although no official ETA for the bug fix has been provided.
