The root cause appears to be tied to an outdated backend system. As the OP highlighted on the Google Docs Editors Community, clicking the connector previously threw a specific runtime error. It told users that the Rhino runtime is deprecated and no longer supported. Now, the option to open the tool is just missing entirely.
