The situation is indeed perplexing for players. Some have tried to capture multiple snapshots in various settings, including both augmented reality (AR) mode and non-AR mode. Despite their best efforts, the quest remains unfulfilled. Recognizing the growing frustration among Pokemon Go players, Niantic Support stepped in to clarify the situation. According to them, the Halloween quest might not be completed if a player takes a snapshot of a wild ghost type Pokemon:

The key to overcoming this hurdle, however, is to take a snapshot of a ghost type Pokemon that is already in your Pokemon storage. Trainers have reported that the quest is finally registering their snapshots after doing so.
